Well, in the runway shots it is obvious that the NV 4X is better than ATI 4x in some places. Particularly the "tar strips" on the runway. It doesn't look like ATI has used any antialiasing on them at all.
So, that seems to indicate that the NV method does do FSAA in the 4X mode, which means that it doesn't matter if they use RGSS (which only indicates which adjacent pixels they use for AA, not where they apply the AA).
In all the other cases, like the edges of textures, both ATI and NV have similar quality.
Now, in older NV cards, where they used a Square Grid instead of a Rotated Grid, the IQ was not as good as ATI.
In the end though, so much of the IQ debate is subjective (IE: there ARE IQ differences, but which is better is usually opinion since the images are so similar) that it just makes sense to pick the card that is best for your own personal application. Sometimes you just need to forget about which is "best" and realize that there is no best, only "good for what I want to do".
