Win 7 or Win 8?

I'll go with Win 8 for new build. However, it will cost 100.00 because the other computer is using the licensed full retail version of Win 7.

Just install 8 twice. Second time while up and runnig within windows (8) and it will work just like the win 7 upgrade install. Stay off-line untill you reinstall (2nd time) then let it register.
Works the same way the windows 7 upgrade - clean install was done.

It doesn't really matter. Windows 7 is fine if you already have it and it's free. Personally I wouldn't spend the money on Windows 8. I'd use the cash to save on the new build or put the money into a nicer video card or CPU.

Just get Windows 8. There have been quite a few useful improvements that make the move worthwhile. The new ui might not be to your taste but you will either get used to it or get a replacement start button. But the ui changes are not a good reason to skip windows 8, especially since tech report tests should better gaming performance much of the time,

You can't do a double install as the installation requires a non-upgrade key in order to install the first time.
