Win2k/pwr usr and d3d/DD

Alright, here's the issue:

Windows 2000 Power User accounts do not seem to have the proper access priviledges to the hardware/software when using most all DirectDraw/D3D applications I've tried.

Situation:
Win2k, Power User account

Trying to play games such as, but limited to:
Diablo2
Unreal Tournament
As well as my old hardware DVD Decoder card.

What happens:
Error messages followed by/including automatic reboot (no option to stop this, quite annoying)

Granted, I could just run admin and play games and whatnot, but I feel rather uncomfortable allowing my younger brother the same access I can weild. Could anyone verify that this IS an issue with access priviledges? How do you remedy this access violation?

hardware:
1.2GHz Athlon w/ 512Mb RAM
EPoX 8K7A+
Asus V8200 Deluxe
SB Audigy
(Used to have/use a CL Hardware DVD Decoder)
Pioneer 106s DVD

I'm pretty clueless about how to fix this. I personally feel its an access violation with respect to DX, but I could be wrong since I wasn't aware HW DVD Decoders accessed DX at all.

My roomate has power user on my machine and runs UT all day long.

You may not have something setup right. Check local policies in administrative tools.

Assume a fresh install of Win2k was just applied, all proper drivers, blah blah blah. thats basically what I look at when I go over the local sec. policies again and again

I really have no clue what to look for in that respect.

I should note that OGL games (Quake3, HL/CS) and Straight DD games (Kohan) Give me no issues whatsoever. only ones that rely on D3D give me headaches with access rights
