Yes. You can configure it so that the user thinks they are double-click a shortcut to a local program, but in reality, they're running it off of the server. It's called Terminal Services RemoteApp.

i am using remote apps and have given the users that shortcut, but if you just pull up and click on the regular remote desktop on the client computer, the username and and password will still start a plain remote desktop session
