Windows 2003 64-bit question

I noticed on the Windows 2003 64-bit machines we have that when a regular user who logs in (non-administrator), not of the icons on the desktop works, even icons in the start menu doesn't work. I tried adding these users to the power users group and still no dice. As soon as they are in the administrators group, everything works again. Can someone explain why this is happening, how this can be fixed? Thanks!

Adding users to either the Administrators group or the Power Users group on a server is a very bad idea.

How does it not work? What error message do you see?

Just off the bat I'm going to guess that you have the ACL on the All Users folder messed up so the users dont have read privilages to the shortcuts and/or you have the ACL on the applications messed up so that they (again) dont have read privilages.

Yeah, we didn't give any users admin priviledges. We just created a regular user to try to troubleshoot the problem. I looked at the permissions on the All Users folder, and the everyone group has Read & Execute, List Folder Contents, and Read access. It's a very strange problem. All of our other non 64-bit Windows machines work just fine, but our two 64-bit machines have the same problem.
