That's because a lot of them ARE 14 (and some are even younger), as young girls are more supple when they are young, and become more rigid as they get older, so they are at their prime at early teens. The oldest I've seen so far in the "women's" competition is probably 17-18, but males tend to compete in more than 1 games.

That said, many of them are NOT children (US team has a 25 year old). Many people get, um, excited by movements just like the gymnysts make if it was done in any other context. And their outfits couldn't be any more revealing.

Yes you have to do that to perform the gymnastics move. However, the fact that it is necessary doesn't make it erotic to some. Covering the legs wouldn't help the problem. Thicker underwear maybe. That particular shot doesn't show much detail, but others I've seen don't leave much to the imagination.
