I'm quite surprised that now all schools make it a big issue about broadcasting emergencies.
Don't univerisites have PA systems? I'm sure we have that in all our HSes, and I understand the argument that Universities are huge, but I can assure you that where there are buildings, you can get PA systems.
I'm going to quote from MSNBC:
I'm glad our school does have an emergency system, which is most likely designed for earthquakes because the east edge of campus rests on the fault line and runs right through our stadium. I can't imagine why anyone wouldn't activate the sirens and PA system in an event like this. Moreoever, if you have a shooting, don't you think cops would be all over campus? Even if it's just 1 murder. I guess it's because we're near Oakland, and you expect a huge response in events like this, but yea.
Now we'll see this whole hype about CAMPUS SECURITY just like airport security. But get this, campus is JUST LIKE THE CITY. If a shooting starts in Oakland, what's going to happen? Do you expect a ****** PA system to go off to warn all citizens who wanna go to Chinatown? Please. Now schools are going to spend MILLIONS on things like automated phone-call machines to warn students, revamped email systems, blah blah blah. Just install sirens and a damn PA please. Even a fire alarm would work. Or better yet, just get cops on the scene ASAP.

At UC Berkeley, Celaya says an extreme emergency would warrant, among other things, a siren on an outdoor public address system followed by an announcement with instructions.
