Is a PSU with 28a on the 12 volt rail going to be enough for this card?

is there anywhere in the US where you can buy the HIS 512mb w/ ICEQ cooling? would there be any problems with warranty if i live in US but buy from UK?
also, how long is this card? ive got a XFX 6800GT in my case and it is a close fit...i got about a 1/2" from the end of the card to the case. so how much longer/shorter is this than the 6800gt
also as far as power supplies...this is what ive got:
a64 4000+, 4 case fans...all stock...all 80mm...one CPU fan (80mm i believe) high flow, 1x 10k raptor 74gb, 1x dvd-rw, 2x 20mm fans for the cooling bay for HDD, running a g15 keyboard and ipaw dock from USB...thats about it i think
right now ive got the 500wt PSU that came with the case...i forget the brand...but ive also got a 480wt enermax that is pretty nice...i cant think of the model# and i'm too lazy to look, lol
edit:
also is the reboot problem only with saphires? thanks

Ok, it's now across the pond. NewEgg has the HIS X1950 Pro 512MB card up....for $339..which is more expensive than getting it shipped from the UK at the moment. Also, the description is wrong, but the part number is correct. They have the 256MB version listed for $279.

black and white 2:BOTG never got a patch. the original game got 3 which i have installed. i havent tried playing the original yet will try that and get back to u. its a real shame that a card that could run the game so smoothly wouldnt be supported. as far as the card running real warm, it does do that but thats mainly the ****** coolers fault. it idles at 49~50 which is fine for me and doesnt go above 75 which is ok for the chip. what is this reboot problem ppl r talking about?
