XP PRO Open/Copy Problem

Can someone ease my frustration?

When I click on Start, then Programs, if I Right/Click any Folders and try to click "Open", I get a "Move Items" and "Copy Items" box come up on top of each other.
It's getting it's wires crossed and thinks I want to copy/move the folder that I try to open.
It does'nt do it to the Programs folder, when I click on Start, only the folders inside Programs.
It also does'nt do it when I try to open folders via Explorer. I've had this problem for a while, and can't really remember what started it.
Only now and then do I need to open folders via the Start menu.

Can you take a pic explaining(print screen on keyboard, paste in paint oo w/e) what you mean because I'm having a hard time following what you mean. I do however gather than you right-clicking something and clicking open, but I don't see where move and copy items come into place.
