Figured out what was causing my instability. Wasn't PBO2, EXPO, or anything literally hardware. Simply just version F8c of the BIOS for my X670E AORUS Master. Rolling back to F8b solved all my issues. Huge shoutout to MrHugelberg over on the TweakTown/GIGABYTE forums for having the same issue and posting about it.

I think they have surplus 7950X dies so putting some V-cache on them to increase sale/re-sale value. Of course, they will say officially that they listened to their customers.
