When I had this error I couldnt access bios either until I uninstalled the M.2 SSD, then it allowed the board to get into bios settings.
I would suggest the OP remove the ssd and see if he can then access bios. Could be hit or miss, but at least it would rule out the ssd causing the hang up on...
I once had this error on an x370 board using and older Samsung M.2 SSD. After switching a bios setting from UEFI to Legacy it allowed to post properly. Only figured it out after booting the system without the M.2 drive. Once I diagnosed it was the drive, I started going through the bios settings...
I think your cpu is idling fine, if its only consuming 21w something else is using the power, what else differs between the amd and intel motherboards? Built in wifi/bluetooth? Audio? any of these could be pulling the extra power.
Theres a known bug with multimonitor setups and high power consumption on some cards. Try using 1 monitor and see if that lowers the power consumption.
If your cpu is only consuming 21w at idle and the chipset uses approximately 5w then something else is eating 50w. Are you running multiple monitors by chance? GPU Drivers up to date?

1. Make sure your BIOS is updated.
2.Check voltages in BIOS as stock voltage on AMD can be set much higher than needed when it is set to auto by default. I never leave voltages set to auto for this reason.

I would definitely try to clean it to see if that is the reason for the error. The 3000 series chips are new and it could be an incompatible RAM or motherboard BIOS giving the error. We'd need more information about your system to determine that.
This is unfortunate. Sorry that happened to you, I also have had difficulty changing heat sinks on PGA type processors. In the future, I would say to run the system for awhile and let it heat up so it will soften the heat sink paste before you remove it, just be careful not to burn yourself...
If you purchase the Ryzen 3000 models with any B450 or X470 make sure to have the updated BIOS or you may end up with a non-functioning system. I think Micro center will flash it for you at the store if you are purchasing it from them.
If you are running windows 10 make sure under power options, its set to balanced and if that doesn't work you should check this out. AMD balanced power plan You may need to download this chipset driver for it to work.
