I was just thinking that an obvious first thing to do when confronted with any display issue is to see if the problem remains when you exclude the GPU. Test the HDMI output from the MB and if the trouble persists then at least you've excluded the GPU as being involved. But I've now read back...

Couldn't it be a GPU issue? Some of the problems, particularly the desktop icons slowness to display, sounds like it could be involved.

Question Which SSD would you recommend for reliability foremost over speed etc?

No experience with NVMe yet although I have a 1TB FireCuda waiting for me to start the PC build I've been delaying for months. My experience is all with SATA SSDs and like notposting I've had great reliability from the Crucial MX range.

Solved! Quiet 4-pin fan

That looks like a generic standard mount 4-pin fan; can't guess what the size is from the pic. Are you sure the PC is a HP Elitedesk 400 G8 because a bit of cursory searching on the fan size/replacement parts doesn't bring up any information about a model with that particular designation...

MP3 Converter Online Free, links?

VLC (VideoLAN) can convert/extract MP3 from a MP4 original: Media Tab > Convert/Save and then selecting the output as Audio MP3 from the menu. Weirdly though it doesn't change the file extension from MP4 so you have to change that manually afterwards as that might be an issue with some playback...
