Don't make it difficult. Go to Lowe's/Home Depot, buy a replacement cord and fix it. Put it behind you and learn the lesson. I don't loan tools to anyone.
Why not buy a junkyard A/C compressor, a rebuild kit and rebuild it on your kitchen table? You could take it a step further and buy your own A/C vacuum pump for a hundred bucks and do your own swap.
Here's a novel idea, go next door and politely ask them to quit letting their dog shit on your lawn. Hand them a package of dog poop picker upper bags and retreat to your domicile to await the results.
