I think those packs are supposed to be a nod to how much you can carry and how you become encumbered when you have too much shit in there. Also, how else would you carry multiple weapon types including miniguns and such.

One of my favorite aspects of ... FO1? I think, was storing an assload of shockingly powerful weapons and thousands of rounds of god killer ammunition along with a few dozen token medkits in the trunk of your car, available to swap load outs at will based on whatever challenge is making the mistake of being in your way.wow, look at you being useful. my pack was always 500kg of rusty old iron gears and bobs to craft worthless .32 ammo.
