Who said 40%-45% per core for desktop?Ok, so what do we make of that.
Can the promised average 40-45%+ perf increase core-to-core for Zen5 DT turn out to be only 20-30%, and can the $999 9950X price turn out to be e.g. $799?

Its generally considered to be a good practice, in case things are possibly subject to change and you are aware of that, to not present them as facts. If Lisa Su said pricing would be this and that 6 months before release without using language that would signal possibility of change, and then the pricing would be different, people would be questioning her as well, rightfully so. This isn't the usual micro-SMU.Unless they're low-power ARM Cortex cores managing I/O and security tasks, but those have been in AMD's CPUs and SoCs for ages, at least since Zen1. Maybe that's new to Paul from RGT, but it isn't new to anyone remotely familiar with AMD's designs.
