8x8GB should be preferable to 4x16GB as SS modules have better timings in comparison to DS modules. It's clear if you look at G.Skill website and compare various modules. They also support higher frequencies. You should use the 16GB modules only if you want maximum supported memory = 8x16GB.

1900X with halved cache, essentially being dual 4 core system with a BIOS switch for creator/gaming mode sounds like a very bad idea. Useful perhaps only if you need to use those PCIe lanes for storage or GPUs, but nothing else.

Just like zucker2k said the difference in total price is not that great. I'm also considering 7980xe, as it will be a nice cpu for VMs without compromises.
Stop considering official $ prices and think about local prices too. Where I live 7900X is $150 more expensive and 1950X is $300 more expensive. Price wise 7900X competitor is 1920X in local prices which isn't really such a good deal at all.
In Central Europe Intel seems to have better distribution network than AMD (less greedy) so as a result Intel gets an advantage here. A 1950X is $1300, 7900X is $1150. Official $ prices are relevant for US, but elsewhere they don't apply. Therefore 7940X will be a good competitor as price...

You should ask yourself if you really need that 6 core coffeelake if you've got a 6700k. It's not a CPU requiring upgrade. Intel probably knows the number of people doing CPU upgrades is negligible so it doesn't care about them.

Its happening because AMD doesn't have a high frequency CPU. But it isn't a problem for everyone. I would normally upgrade motherboard together with new CPU as you want new features (better PCIe or memory).
