From my understanding, Strix Point will also feature a souped up NPU, so Windows folks might get some inferencing love if any of the partners will field Strix Point laptops with 128GB of ram.
There would be losses, but they would be limited since air superiority would be established very quickly and after that the Russian front lines would begin to crumble. With Western air superiority, Russia would simply be unable to have effectual logistics.

There is a rumour that RDNA 4 will only be in the field for a year. Its a stop gap. Which seems to suggest that RDNA 5 would be available for the steamdeck 2 in that time frame... if Valve is willing to pay for it ofcause. RDNA 4 could be good enough and cheap enough.
I don't think you can use this argument with Russia. Its motivations, its internal narratives, and its constraints are different to American ones. America for one didn't have to face a NATO level organisation which have warned Russia that any nuclear use is an attack on Europe.
