If you're just mirroring outputs, windows scales the image, that works for both upscaling and downscaling. I had a 1440p monitor running at '4k' because I was mirroring to it from a 4k main display, looked bad but it was kinda neat.
If you extend the displays windows treats every monitor as its own desktop and it gets its own scaling regime.
