My firewall/security software said this executable was trying to modify my browser settings. It happened immediately after Microsoft Edge asked to update.
The very name of this thing sounds highly suspect. When I google it there aren't many hits, and several claim it's a virus, but at least one says it's harmless and a couple seem to imply it's being installed by Microsoft themselves (and report it gives them pop-ups trying to push them to use the Bing search engine, and that it's "aggressive marketing" from Microsoft).
Unless it came with the Edge update I don't see where else it came from, but it sure _sounds_ like malware, just from the file name. A couple of anti-virus scanners haven't detected it. Or is this Microsoft being evil again?
Found it in C:\Windows\Temp\MUBSTemp. Claims to be a Microsoft file.
The discussion here leaves me entirely confused - some seem to think it's a virus, others that it's Microsoft's doing. Just realised it also appeared directly after a full restart and windows 10 update.
