Fallout with the VATs thing if you want do do a shooter (sort of) with bad reactions!

Fallout New Vegas has a cheat code for infinite VATS.

I'm not sure if Fallout 4 has this cheat, but even if it did, the VATS only slowdowns the gameplay, it doesn't pause it like Fallout 3 and New Vegas.
