In Rainbow Six Raven Shield there is a planning phase where you strategize the actions of your squad, there is also a observer mode where you kick back and watch your plan unfold.

And in Tom Clancy's EndWar on the sony psp and nintendo ds the game works like chess where you can take your time between actions. I like this game because it has air/land/sea vehicles, it's like a 21st century version of chess.

anything turn-based. most RPGs. puzzle games. point-and-click adventure games. even some first-person shooter games are not super-reflex heavy. Deus Ex, Far Cry, and Crysis come to mind as having fun campaigns that do not push your reflexes. Doom 2016 and Doom Eternal on the easiest difficulties might be ok. Third-person action/adventure/RPG games - God of War, Darksiders, Zelda, Assassins Creed, etc. Even the Soulsborne games are more about timing than straight up reflexes. You have a tremendous amount of options.

SuperHot would be interesting. It's an FPS, but time only "happens" when you move.

You do know that you can literally pause almost ANY game at any time to take a break?

I'm sure you can handle "Shoot! Shoot!" and then pause and hyperventilate for a few minutes after exhausting your reflex meter and letting it recharge.

In door kickers you can pause the action and make waypoints and tactics while the game is paused.

In the original MGS, you mostly do stealth. Sneak up behind enemies and put them to sleep. Other than the boss battles where you MUST shoot, the entire game can be completed without killing a single soldier (or so they say). It's a fun thinking game when you are trying to evade detection and plotting how to sneak up behind an enemy soldier. You may like it for those parts. The boss battles? Maybe not but you can use the Nikita missiles to kill at least one boss in the game without having to shoot them frantically. It's a cinematic experience. All the other games in the series can't match the stealth based gameplay of the original.

If you get Vol. 1, you can play the VR missions which are again all about strategy/puzzle solving and less about shooting.

There were achievements/trophies for this in most of the PS3/PS4 Metal Gear games. In the HD remakes of MGS:2 and MGS:3, it was called "Peace Walker". In MGS:V there is a Pacifist achievement/trophy but it is only for certain missions (as this is an "open world" style, I don't believe they made a full game achievement like they did in others since they did not have as much control over all situations as some are procedurally/randomly generated).

And to get those, that includes boss fights in most of the games. You need to figure out ways to beat the boss without killing, and it takes some real skill to figure them out forcing you to do things that can very easily result in you failing.

I can't imagine how one would beat an MGS boss without lethal action.

For instance in MGS4, almost all the best items/loot are unlocked with non-lethal boss and level runs. You need to make good use of things like the syringe, tranq guns, stun/smoke grenades, and CQC.

In Rainbow six raven shield there are a bunch of cheat codes that let you play the game in real time without reflexes such as God mode and invisibility for any specific player.

The God mode and invisibility can be enabled and disabled on any character in the game, I like to keep myself in God mode but have the God mode off for my teammates, this is so I can glide around the map making orders and tactics to my squad without worrying about getting shot or messing up the plan.
