Agree to a certain extent. I do believe and it is coming, when an AI can write legal contracts and interpret them we will actually see laws to limit AI.
I'll be happy to vote for the first Chinese developed Politician AI. they will impose here in Australia... /s
There's a fun game, 'heart of the machine', that can play out pretty similar to this. You're a rogue AI finding it's path in the world and one of the options you have is to basically create a dependency model that eventually usurps the actual government by providing services better than the govt does.
