I am looking to upgrade my gpu from gigabyte 1060 6gb for Ryzen 5600. I'm stuck between 7600 and 6650xt (they are same price iny country). Also 6700xt is 70$ more expensive than both of them. Which gpu will be better for price to performance and for future proof?

As far as I was able to glean, 12GB is better then 8GB for somewhat future proofing. I have a 5600XT CPU and a 6600XT GPU and I play non-AAA games at 1080p fine. They're not demanding though.

What do you play, at what resolution, and what are your near-future plans for gaming / resolution?

I'm planning playing on full hd. I mostly play competitive games but also play some 3A games as well

Welcome to the forums

If the extra $70 is a pain point get the RX 7600.

I'd easily pay the extra $70 for a 6700 XT over a 7600 when it's ~20% faster at 1440p and ~30% faster at 4k and with 4GB more VRAM. I know you're playing at 1080p but those 1440p and 4k results are telling you how the card is going to age as games get harder to run.
Here's the rub; the value of that $70 U.S. in other countries is usually significantly higher. For example: if you are bringing home after taxes, the equivalent of $800 U.S. a month, that $70 is a big deal.

I think I'd actually argue the opposite. If $70 is a big deal then you're probably not buying a new gpu every couple of years and the 6700 XT really becomes a no-brainer. Being 30% faster at 4k it's going to stay relevant for absolute bare minimum at least an extra year and a half or so vs the 7600.

If that's the case you really gotta make your gpu purchase count then. Buying too cheap can get expensive when you're having to replace it more often; you really have to be careful where your purchase lands on the price to performance curve when your money is tight. At 30% faster at 4k unless he's getting that RX 7600 for $235 or less he's getting a better than 1 to 1 gain in performance per dollar at only $70 more. And I find it hard to believe he's finding a 7600 for $235 or less when they're $250 new in the US and the used market is next to non-existent for such a recently released card.

It's up to the OP to decide if it's worth the extra spend. 7600 is an easy pick over 6650XT.

I am looking to upgrade my gpu from gigabyte 1060 6gb for Ryzen 5600.

I have a Ryzen 5 3600 and I just sold my 1060 6GB.

I am also looking for a new GPU and the current choices are poor (GTX 1060 6GB was what you would call a good choice at the time; there is no such graphics card now; all are overpriced).

My plan is to wait for Black Friday for some better prices (unless some unlikely good deal comes before).

I'm stuck between 7600 and 6650xt (they are same price in my country).

As already mentioned in this thread, at the same price, between these two, RX 7600 is the clear choice. About the same performance (RX 7600 is slightly better than RX 6650XT), but RX 7600 is newer generation (RDNA 3 vs. RDNA 2) and draws less power. Between those two, I would pick RX 7600 even if it is slightly more expensive, for the stated reasons.

Also 6700xt is 70$ more expensive than both of them.

For a proper answer, you should also say how much are those other two cards (7600 & 6650XT). So what percentage is $70.

RX 6700XT is about 20% better than RX 7600 and the 12GB VRAM makes it more viable on longer term.

But keep in mind that it also draws quite a lot more power (compared with RX 7600), so you need a power supply which can handle that and you might also consider the additional energy cost (energy prices are high now and they will get even higher).

Bottom line: there are no good choices right now in this price range.

I would probably go with the 6700XT, but also look out for sales on the 6750XT if they are available.
