Windows 7 Pro 64bit. It is reporting 16GB reserved for hardware. I've seen the same problem being reported by people using Windows 10 too.
Ah yes, this then is usually a problem with RAM not being seated quite right. Try reseating the RAM, and making sure no dust is in the way.

I'd personally enjoy a picture of the Xfire setup if you want to post it here.

Heh don't want to hijack.. but here is a dual die gpu.
Xfire on a single card!

As someone who used Crossfire back in the day with Radeon 290s... don't do it if you notice microstutters.

UGH + infinity and beyond....
I had Quadfire, which represented 4x the fail....

OP, ditch xfire... I don't think drivers even support it anymore.
Multi GPU scaling is dead now.
The only people that still need multi gpu is if your running more then 3 x 4k monitors.

Re seated the ram but still getting the same error. Windows is reporting 32gb of ram but only 15.9 usable. The rest is reserved for hardware. What hardware needs 16gb of ram I have no idea.

I think he is running a 2700X, so there is no integrated GPU. Checking in Windows makes sense though. Or try booting a Linux on that rig to confirm it is not hardware issue, such as a motherboard problem or something.

Check integrated GPU settings in BIOS. Maybe it is reserving 16GB RAM. Also, type msconfig in Run and check Advanced settings to see that Maximum RAM is not limited to 16GB.
I'll look at the BIOS to see if there might be some setting that could be the problem. The maximum ram fix has not worked. If I set it below 16 gb then Windows reports that amount of ram usable. But if I uncheck the maximum ram or set it to 32768 MB windows still reports 15.9 usable.

Do you happen to have a Ramdrive setup?
Or samsung Magician set on cache?

Can you copy and paste your resource manager in windows ?
Start -> Resource Monitor.

Then under Memory Tab see what it says.
It should look something like this:

This is a clean install of Windows 7. I have installed a couple of utilities and all the drivers except the video drivers. I re seated the ram but the board went from the antistatic bag to the case so there is no dust involved. All the hardware monitors show that there is 32gb installed. Resource monitor reports 16562MB hardware reserved. It also reports 11583MB cached. I haven't done anything with a ram drive or cache settings.

OK, I never thought PCs could be this weird. People solved this hardware reserved RAM issue by reseating RAM sticks, blowing out the dust from RAM slots, identifying a bad stick, putting one stick first then the other and finally, the craziest, cleaning the pins of the CPU!
I see this problem all over the place. MSI x470 gaming max plus. I already re seated the ram sticks. They are in the right slots. A2 and B2 which is kind of counter intuitive. One would think it should be A1 and B1. This is what my BIOS screen looks like. This has A1 and B1 populated. The only thing weird is that the total memory size my board is reporting in the upper right is 16384MB but like this example 16384 is reported in slot A2 and B2. Would switching the ram sticks to A1 and B1 cause any harm to the board?

Oh ok. I thought the screenshot was of your own BIOS screen.
No just an example that matched mine except it is using 8GB sticks instead of 16GB. The computer isn't connected to the internet yet. I started the musical ram thing. Both sticks are good. When I put one in slot A2 Windows reports 16GB ram with 16GB usable. It shows 78MB reserved for hardware. This is looking like Windows stupidity. I'm going to try slot A1 next.

Im gonna guess it has to do with windows 7 and how UEFI works.
I don't know if your board has the option to run it in legacy, as legacy was phased out, and windows 7 did not support UEFI.

So i am guessing somewhere UEFI and Windows 7 is not playing nice.

Do you absolutely need windows 7?

You never toyed with the idea of playing with twins?

It only plays nice, when they are actually in sync and can tango together.

Xfire + SLi is more like twins who are out to sabotage each other and always end up stepping on each others feet with very little harmony, as they want to be the one on top and not off to the side.

This is also why Nvidia gave up on it.
There team of monkeys typing random code, could never write something that complicated and ever have it work properly.

And soon AMD saw no point either, as there competition gave up on it.

I'm already running in legacy boot mode. I am not going to use Windows 10 besides if you search this issue you will find people running Windows 10 reporting the same problem.
