I have an AMD Graphics card (AMD Radeon HD 5450 (1.0 GB) that needs to be replaced. What would be a good replacement without spending an arm and leg. I am not a gamer.

One question is does it need replacing with another card? What CPU is installed and does the board have its own video outputs? Also, does the board have the correct video outputs for your display(s)?

Is the graphics card faulty?

What are your current computer specs?

CPU, OS, RAM, PSU size?

If you're not looking to play any games, you could probably get something sufficient for relatively little money.

Also, why would the current card need replacing if you're not really playing games?

If you were happy with the 5450 and just need to replace it because it failed, you could probably get one free honestly especially if you can live with DMS-59. I had a pile of half height that era Radeon and Quadro cards I just ended up recycling recently.

I purchased the PC from a PC repair and retail store. The monitor keeps blacking out then after a few seconds, comes back on. I am guessing that it is the graphics card starting to quit.
The CPU that is currently in the unit is an AMD Athlon II X4 640.

I hope you're not going to spend too much or expecting too much, considering that processor/ system is running on 13 year old hardware.

Is it flickering in the BIOS, or when you boot into Windows? If the system has integrated graphics, you could try to see if that works.

The monitor blacks out then comes back on after a few seconds. I just figured that it could be the graphics card.

Also, Currently in the computer are,
CPU-- AMD Athlon II X4 640
OS -- is Windows 10 Home
RAM is 24 GB
The PSU is 750 Watt unit. There was a Bestec ATX-250-12z in before I changed it.

I purchased this computer from a PC repair and retail store. The BIOS date is 3/22/2011, Ver: 6.06. Vendor is American Megatrends Inc.
The motherboard is a 2AB1 FOXCONN.

So it's blacking out, then coming back on in Windows? Could be a driver issue, could be a bad cable, could be a bad monitor.

Definitely don't get a 4090 for that system. If you do need a new graphics card, basically buy the cheapest thing you can. A new graphics card will be worth more than the vintage system you'd be putting it in.

I think it's more likely to be the monitor as in my experience that's a typical monitor dying symptom. As it gets worse, the monitor will be blank for longer, then it won't come back on at all, during which time you can try to switch the monitor off and on and it may not respond correctly. Switching it on and off will sometimes sort it, sometimes pulling the monitor power cable out and back in will sort it.

If the Windows event log isn't citing anything during these periods of off-time then it's less likely to be the graphics card. A graphics card on the blink might cause the screen to go blank but will often cause driver reset messages to be recorded in the event log, also a graphics card on the blink is less likely to allow you to return to your session without issue. Graphics card issues are more likely to degenerate into Windows BSODs, graphics corruptions etc.

From the MB, is the computer an HP Pavilion 6000? If so, you should have a DVI and VGA connector on the back of the motherboard from the 785G chipset. I'd give those a try before buying a new card for that system. The integrated graphics on that board are similar architecture to your card so you shouldn't need to mess around with drivers, and the GPU is really only about twice as fast as the onboard anyway so unless you're gaming you're really not losing anything by trying.
If the problem persists it's not GPU, and you can try swapping the cable or if needed the monitor.

If you just need a display, I've had pretty good luck sourcing used GT 710's, and they seem to hold up better than the old AMD HD5450 and similar cards.

You can get practically anything, so I'd go with whatever is least expensive.

What's your budget range for this?
