The problem is, with or without a statute of limitations, I dont believe anyone should be found guilty or even prosecuted without physical evidence, and in the case of rape that disappears pretty damn fast. Modern technology means theres more surveillance methods available but of course no one is gonna try anything with a girl when they know theres cameras or microphones all over the place.
Maybe thats the solution. Put cameras everywhere. The vast majority of these guys are cowards. Maybe if they knew they were always being recorded they wouldnt try this shit?
